City of Manhattan administers the Economic Development Fund (EDF) with the City Commission
having oversight and final authority. This fund provides the community with one more tool that can be used to assist new and expanding businesses in the area.

State of Kansas also offers several tax incentive mechanisms such as:

- Enterprise zones
- Tax increment financing
- Job creation programs
